Legislative Update
Friday, March 26, was the deadline for Senate bills to be heard in House committees and House bills to be heard in Senate committees. The following pro-rights bills failed to meet that deadline.
HB 2827, which would have prohibited business or financial discrimination against a “firearm entity” that supports or is engaged in the lawful commerce of firearms, firearms accessories or ammunition products, failed to pass out of the Republican controlled House.
SB 1328 passed out of the Senate and was sent to the Republican controlled House on March 4 but never received a required committee hearing. SB 1328 proposed that any act, law, treaty, rule or regulation of the U.S. Government that violates the Second Amendment, or Article 2, Section 26 of the Arizona Constitution, would be unenforceable in Arizona.
SB 1360, which would have reduced hunting and fishing license fees for military veterans and allow the transfer of veteran permits or tags to someone taking wildlife on behalf of a veteran, was prevented from progressing in the Republican controlled Senate.
The following legislation is still viable.
HB 2111, which proposes that any act, law, treaty, rule or regulation of the U.S. Government that violates the Second Amendment would be unenforceable in Arizona, passed out of the Senate Judiciary Committee on March 11. It has been scheduled for a March 29 Senate Committee of the Whole (COW) debate.
HB 2551 would exempt CCW permit holders from the prohibition on entering state and local government-controlled property while armed unless the property or event screens for weapons and is equipped with accessible storage for personal firearms. HB 2551 passed out of the Senate Judiciary Committee on Thursday, March 18. We are waiting for it to be scheduled for a Senate COW debate.
HB 2810 is civil asset forfeiture reform legislation. It would require a criminal conviction in order for the government to confiscate someone’s property. HB 2810 passed out of the Senate Judiciary Committee on March 11. We are waiting for it to be scheduled for a Senate COW debate.
HB 2840, which would remove the requirement that a firearm must be unloaded when secured in a vehicle on school grounds, also passed out of the Senate Judiciary Committee on March 18. We are waiting for it to be scheduled for a Senate COW debate.
SB 1382, which would classify ammunition and firearms related businesses as “essential” during a state of emergency, passed out of the House Judiciary Committee on Wednesday, March 24. We are waiting for it to be scheduled for a Senate COW debate.
